1 - 前言

建立一个名为“公民自由情报局”的组织有多重意义：

斗争深度

通过这样的组织，可以为民主化事业处理复杂性和深度问题，让参与的公民感受到一个更加丰富和真实的民主化反抗斗争。

角色扮演

它为信仰民主自由的公民提供了扮演情报工作者的机会，参与到一个比枪林弹雨更为精神和智力上挑战的战斗中。

道德决策

情报工作往往涉及道德上的灰色地带，公民可能需要在获取关键情报和保持自己道德标准之间做出选择，民主化道路里需要克服道德复杂性的行动者。

互动联系

公民自由情报局可以作为公民、反抗组织之间合作与交流的平台，可以共享情报，策划共同的行动。

教育意义

它可以教育参与者关于个人隐私、公民自由和政府监控等议题，提高他们对这些现实世界问题的认识。

推动改变

公民自由情报局可以成为推动民主化任务的重要力量，参与者的每一个决定和行动都可能对世界产生深远影响，使参与者感到他们的选择和行动真正重要。

非暴力抗争

它提供了一个非暴力手段来推进中国民主化的目标，强调智力和策略而非仅仅依靠武力。

反抗情绪的体现

在压迫和独裁的环境下，公民自由情报局成为人民反抗的象征，鼓舞人心并团结那些追求自由的人们。

加入公民自由情报局的组织，中国民主化的道路不仅仅是某些个人的冒险，这条道路路要变成了一场集体的、在本世纪最有意义的斗争。

2 - 开始冒险之旅

在公民自由情报局有三种参与方式：

发布任务

与管理人员沟通后，可发布任务。

领取并执行任务

成为公民情报员，继公民记者、公民律师之后，公民情报员也是这个社会反抗独裁所需要的重要力量。 直接使用session联系管理人员，说明要加入公民情报员。

参与管理

需要思考如何开展活动，与管理人员沟通后加入。

3 - 组织纲要

1. 组织结构和职责
   领导层：定义领导团队的结构、选举机制和职责。
   部门划分：详细介绍不同部门（如分析、行动、技术、宣传）及其具体职责。
   成员职责：明确成员的角色、责任和工作范围。
2. 招募与培训
   招募流程：规定招募新成员的标准和程序。
   背景审查：确立对新成员进行严格背景审查的制度。
   培训计划：制定新成员的培训课程，包括情报分析、操作安全、通讯协议等。
3. 安全与保密
   通讯安全：规定加密通讯和信息交换的标准操作程序。
   身份保护：制定成员身份保密的措施和协议。原则上，我们的成员，互相都不认识，现实中完全不知道对方是谁、姓名是什么、性别是什么。
   信息泄露预防：明确处理信息泄露和成员叛变的程序。
4. 情报收集与分析
   收集方法：指导如何安全、有效地收集情报。
   分析标准：设立情报分析的准则和质量控制。
   情报共享：规定内部如何共享和使用收集到的情报。
5. 行动指导原则
   行动规划：详细说明行动计划的制定和执行流程。
   风险评估：制定评估和管理行动风险的标准。
   紧急应对：制定应对突发情况和危机的指南。
6. 法律与伦理
   合法性原则：由于中国共产党随意修改、制定、解释宪法和其他法律，所以本组织拒绝承认任何中国政府的法律法规，在达成目的和保护成员的信息人身安全下，可自由行动。
   伦理准则：明确成员应遵循的道德规范。
7. 财务和资源管理
   资金管理：规定资金募集、分配和审计的程序。
   资源分配：明确物资和技术资源的管理和分配原则。
8. 评估与改进
   绩效评估：建立对组织和个人绩效的评估机制。
   反馈和改进：设立反馈渠道和改进制度，确保组织持续进步。
9. 退出与纪律
   退出程序：规定成员如何安全地退出组织。
   纪律处分：明确违反组织规定的纪律处分措施。

4 - 组织架构详解

领导层：一个小型的领导团队，负责制定总体战略和目标。
分析部门：负责收集信息，分析敌方行动，并为行动提供情报支持。
行动部门：负责执行具体任务，如潜伏、破译通讯、秘密行动。
技术支持组：提供技术工具，如加密通讯、监听设备、黑客工具等。
宣传部：负责对外宣传，制作传单、网络文章等，提升民众对反抗行动的认识和支持。

4.1 - 持续招募小组长和程序员

小组长竞选学习材料（如无成为小组长意向，无需学习提交）：

1.自行浏览多伦多方脸历期视频，从中挑选最值得看的三期节目，每期节目写100字推荐理由。

2.阅读书籍「血酬定律」部分内容，写500字个人思考。

3.阅读毛泽东的五篇文章《中国革命战争的战略问题》、《实践论》、《矛盾论》、《论持久战》、《战争和战略问题》。

结合当下现状做分析，写当下中国的情报行动计划，500字

4.情报工作技能拓展的自主学习，自选主题（侦查，跟踪，渗透等主题）。提交学习计划（200字），搜集学习材料并做学习然后总结效果（500字）

4.2 - 技术支持组

如果熟悉编程基本知识，可以走技术员路线，跟我私聊，日后我们会技术员和情报员一起编组工作

5 - 任务列表

已开展四次任务：

• 第一次基础任务
• 第二次基础任务
• 第三次赏金任务
• 第四次赏金任务

其中第一次、第二次基础任务长期接受新的提交。第三次和第四次任务不接受新结果提交。

以后的任务将不以次数命名。只分为长期任务和限时任务。

新任务即将发布

线下调查任务，关注身边的宗教自由

任务要点（草案）：

1. 建立并维持自己的线下联系（联系方式由情报员自己掌握，无需向组织提交）
2. 提交结果是一个隐藏个人身份和地域信息的故事
3. 了解这类宗教人士的困难和需求
4. 思考自己以及组织能为他们做些什么

线上文档任务，参与设计、整理组织文档，形成具备自组织能力的团体

第二次任务：自主探索调查

调查自己所在地区的未成年人矫正学校情报，尽可能获得信息，如果发现官商勾结情况最佳

另外第二周作业有奖励,条件如下：

1.如果能发掘本省/直辖市内三所矫正学校的主要情报或者挖掘到较深入情报，奖励20U（5个名额，先到先得）

2.如果能发掘本省/直辖市内五所及以上矫正学校的主要情报或者挖掘到三条及以上较深入情报，奖励50U（三个名额，先到先得）

5.2 - 公民情报员第三次任务

奖励发放的截图

鹿鼎公获得奖励的作业内容如下：

1、微信公众号“学人Scholar”9月9日发了北大法学教授沈岿对治安管理处罚法（修订草案）的十条意见，他认为草案有重罚主义立法倾向，针对传销等活动，有不经刑事诉讼程序就限制人身自由的行政处罚。伤害民族感情定义模糊，容易带来没有必要的社会群体冲突和矛盾。在立法角度上偏向于警察等执法者，而不是保护普通群众。而且从对人身进行检查并且提取生物识别信息和生物样本的做法，严重侵犯个人隐私、人生权利和人格尊严。他对草案提出的意见是应该通过听证会的方式来逐条通过或者不通过，而不是通过可以操控结果的民意调查来决定草案是否实施。

2、在“问一问”网站上，“怎样看待治安管理处罚法修订稿中伤害中国人民感情“罪”的问题，下面基本上都是反对意见，有人说过度干预个人生活和行为，还有人说这是把民粹主义U型锁合法化了。

3、古江律师的公众号，对修正案也做了逐条解析，尤其认为修订草案里面的服饰、标志伤害民族感情罪过于宽泛，模糊，而且没有定义标准，实际上是狭隘民族主义的表现。作为大国公民，应该海纳百川，民族感情不应该轻易被服饰、标志之类的伤害。

此外还有四张精彩的图片由于需要保护鹿鼎公身份，不做公开。我们珍惜每一位站出来有所作为的同伴，同伴的安全是我们要努力维护的。

• 中国共产党官员和政治人物的腐败信息。

最高奖金为500美元，并且根据提交的内容进行差别化支付。最高奖金不仅仅只给一个人，也可以奖励多个人。为了鼓励更多的人参与，将给提交任务的人支付一笔小额激励金。
